In order to provide work for the returning Ticino refugees, the Confederation commissioned the construction of fortifications south of Bellinzona, the Fortini della fame, to contain any eventual Austrian attack from the south. It was a strategic project dating back to 1844, but also a sort of employment program ante litteram.
